Nhiều khi đọc tin tức từ VN tôi cảm thấy bức bối, khó chịu và bất
lực. Trong khi VN đang bàn về có nên kiện Trung Quốc ra tòa án quốc tế,
thì họ đã làm trước ta. Trong khi các quan chức ngoại giao bận rộn họp
báo ở Hà Nội thì ở bên Mĩ họ đã lên đài CNN xuyên tạc ta. Nay Bộ ngoại
giao Trung Quốc còn đệ trình lên LHQ rằng VN khiêu khích họ. Họ toàn nói
ngược, nhưng nói trước VN. Những bản tin như thế làm tôi bực mình vì
chẳng biết các quan chức VN ở đâu mà không “phản công” kịp thời, và để
cho Tàu làm trước và tự tung tự tác như thế. Tôi tự tin rằng nếu mình
trong vai trò có trách nhiệm mình sẽ làm hết mình để huy động chuyên gia
hay chính mình phản bác từng điểm một của Tàu và tận dụng mọi thời cơ
và thời gian. Nhưng mình chẳng có vai trò gì, mà chỉ là người xem từ xa,
và do đó cảm thấy bất lực.
Thật ra, VN cũng thua Trung Quốc trên mặt trận khoa học. Trên các tập
san khoa học quốc tế, tính đến nay có khoảng 50 bài nghiên cứu về Hoàng
Sa và Trường Sa. Trong số này phân nửa là xuất phát từ Trung Quốc. Việt
Nam chỉ có 3 công trình liên quan, và phần lớn chỉ từ Ts Nguyễn Hồng
Thao. Tôi tự hỏi mấy người làm về khoa học xã hội trong Viện KHXH ở đâu
và làm gì trong mấy chục năm qua? Rất có thể thời gian qua, họ không
được quan tâm đến vấn đề này thì cấp trên không cho phép vì đảng vẫn còn
“nồng ấm” với Tàu. Cũng có thể họ có quan tâm nhưng vì chưa làm quen
với văn hoá công bố quốc tế và văn hoá khoa học, nên tiếng nói từ VN còn
rất hạn chế. Nhưng trong học thuật, chứng từ rất quan trọng, và bài báo
khoa học là chứng từ. Thành ra, khi xem xét chứng cứ, giới học thuật sẽ
nghiêng về Trung Quốc hơn là VN.
Tôi nghĩ vấn đề Biển Đông là rất hệ trọng, đòi hỏi phải có sự can
thiệp và tiếng nói của cấp cao nhất của Nhà nước. Ấy thế mà các lãnh
đạo, ngoại trừ thủ tướng, đều im lặng. Người Tây phương có câu “im lặng
đáng sợ” rất thích hợp trong bối cảnh hiện nay. Trong không khí im lặng
đáng sợ đó thì có dấu hiệu đùn đẩy. Ngư dân “được” khuyến khích ra vùng
biển tranh chấp để hứng chịu những cú húc của Trung Quốc, và thậm chí
chịu chết. Nhà nước không kiện Trung Quốc nhưng đùn đẩy việc làm đó cho…
ngư dân! Bao nhiêu thiết bị hiện đại và đắc tiền không phát hiện Trung
Quốc đang xây công trình ở Gạc Ma, nhưng ngư dân phát hiện và… tố giác!
Người bình thường như chúng ta đọc những tin đó còn phì cười, huống chi
là Trung Quốc. Nếu muốn “chơi game” thì cũng nên chọn cách chơi cho sòng
phẳng và chính danh, chứ cứ núp ló như thế thì còn gì là thể diện quốc
gia. Trung Quốc chúng nó “chơi game” cấp thấp, chẳng lẽ VN cũng thấp như
chúng hay sao?
Trong khi chính quyền tỏ thái độ nhũn nhặn, khiêm cung và núp ló với
kẻ thù (có thể xem Trung Quốc là kẻ thù), thì trong nước người đấu tranh
chống kẻ thù một cách ôn hòa lại bị sách nhiễu. Đọc lá thư của thi sĩ
Đỗ Trung Quân và thư trả lời của Nhà văn Nguyên Ngọc tôi rất sốc. Tôi
không ngờ một người hiền lành như ĐTQ mà bị an ninh giam lỏng như anh mô
tả. Đọc thư của Nhà văn Nguyên Ngọc tôi mới biết những ai kí tên vào
Văn đoàn Độc lập Việt Nam đều bị -- không ít thì nhiều -- sách nhiễu.
Tại sao lại đối xử với người dân mình một cách thù hằn như thế, trong
khi với kẻ thù thì lại tỏ qua quá nhẫn nhịn và khiêm cung?
VN đang thua Trung Quốc trên mặt trận thông tin, và đó là sự thật.
Chúng ta thua không phải vì chúng ta bất tài hay thiếu lẽ phải, mà vì
những qui trình mang tính thiết chế giới hạn khả năng ứng phó của các
quan chức và giới khoa học. Trong môi trường phải chờ “ý kiến cấp trên”
thì việc phản bác quá chậm trễ và chẳng có tác dụng gì. Trong môi trường
mà quan chức dè dặt và sợ hãi cái ghế của mình thì im lặng có lẽ là lựa
chọn duy nhất của họ. Nếu trong môi trường tự do học thuật và tự do tư
tưởng, mỗi khi có quan điểm sai trái và bất lợi cho VN, các học giả ở
ngoài có thể phản bác lập tức. Do đó, để không thua Trung Quốc trong mặt
trận thông tin, cần phải tháo gỡ những cái gọi là “chờ ý kiến cấp trên”
cho giới học thuật, và trả tự do cho các văn nghệ sĩ.

1 China has the first oil rig in the China-Vietnam disputed water, but other countries including The Philippines and Vietnam have 2000 oil rigs in South China Sea, and more than 200 Western oil companies have oil rigs in the disputed water. Why you Western nations have the right to get the oil from South China Sea but we Chinese people do not have the right to get oil in our sea?
2 China still suggests peace negotiations on the disputes ,although China firstly found the islands in South China Sea because China had the most advanced navigation technology in the history. There are some Chinese ancient tombs on some islands. The Chinese characters on the headstones proves these islands belong to China. China declared the sovereignty in the South China Sea by drawing the sea border in 1948 before the PRC was built and none nation was against it, Vietnamese government even supported it later.
3 The Chinese oil rig is 17 miles from Chinese Xisha, but 120 miles from Vietnamese Ly Son island. China suggested that China and Vietnam could develop oil rigs together and form joint ventures, but Vietnam refused. Vietnam and the Philippines just want to intruduce Western oil companies into the disputed water, they have joint ventures with Western companies. Their deal is: Western countries get the oil from the disputed sea, while Vietnam and the Philippines get diplomatic support from the West. After China sent the rig near Chinese Xisha. Vietnam had the protests that later turned into bloody anti-Chinese riots. Hundreds of foreign factories, including those invested by Japanese and Korean people, were damaged, four Chinese citizens were brutally killed, and hundreds of Chinese people were injured.
4 Zhongye Island (Thitu Island called by the West) is the second largest island in Spratlys. A tiny joss house built by Chinese during the Qing Dynasty still stands in the middle of the island. Chinese texts of the 12th century record these islands being a part of the Ming dynasty and that they were used earlier (206 BC) as fishing grounds during the Han Dynasty. However, when mainland China and Taiwan had bad relationship and mainland China was busy in Cultural Revolution, the Philippines stealthily sent troops to occupy Zhongye Island and some other islands in Spratlys in 1970-1971. Chinese fishermen historically called Zhongye Island as Tie Zhi (铁峙), sometime misrefered as "Tiezhi Island". The modern Chinese name of the island was taken from the one of the battleships, named Chung-yeh (Chinese: 中業號/中业号; pinyin: Zhongye Hao), sent by the Chinese government during the Republic of China era to regain control of the island in 1946 after Japan was defeated and forced to give up this island. Exactly, the battleship Zhongye or Chung-yeh was on of the ships that were built by USA, used in the Second World War, and were sent to China as gifts since USA and China were allies.
5 In February,1987 the United Nations had a plan to build about 200 ocean observation stations and resortet to China to build two stations in South China Sea. In the meeting about this plan, both Vietnam and the Philippines did not say anything because all most all other nations thiought this was China's business. But in 1988, when Chinese built the stations, Vietnam soldiers obstructed the process. Later China-Vietnam had a war in the South China Sea. After the breakup of the USSR, USA treated China as its main enermy and turned to support Vietnam and the Philippines. Now USA 'forgets' itself once supported China's right in the South China Sea, especially when USA and China together fighted against Japan.
6 China has solved all land border disputes with all the 14 neighbors except India by peaceful talks in the past 20 years although almost all these neighbors are weaker than China. How USA treated Mexico when they had border disputes? Several years ago, China and Viet Nam finished the Beibu Gulf Demarcation Agreement and solved the the dispute in the north part of the South China Sea. But later, USA "returned" to Asia and made many troubles to prevent China and other nations to solve the left problems. China wants to have a peaceful environment to develop economy, but USA does not want China to go so fast. USA just makes troubles in Asia and then keeps itself dominant in Asia. This is the truth, please do not describe USA as a philanthropist!!! USA is a selfish trouble maker!!!
7 Since the United States was founded in 1776, she has been at war during 214 out of her 235 calendar years of existence. In other words, there were only 21 calendar years in which the U.S. did not wage any wars. No U.S. president truly qualifies as a peacetime president. Instead, all U.S. presidents can technically be considered “war presidents.” The U.S. has never gone a decade without war. Before Obama administration decided to "pivot" to Asia China had cooperation with Japan in East China Sea and solved the the dispute with Vietnam in Beibu Gulf, the north part of the South China Sea, China also had a very close relationship with the Philippines despite they still had dispute in the South China Sea. But after USA declared that "Asia-Pacific rebalancing" strategy, Japan, Vietnam and the Philippines decided to listen to and standed together with USA, the unrivaled superpower. and made troubles for China to exchange the support from USA. The dirty deal between USA and Japan: Japan has a closer relationship with USA rather than with China and helps USA to stop China's rise; in return, USA helps Japan to remilitarize itself.
8 Japan, as a invader in the Second World War and a defeated country, unilaterally declared an Air-Defence Identification Zone in the East China Sea in 1952. The zone is very close to mainland China and Taiwan. China contributed to the win of the Second World War with the lost of over 36 millions people, but after 60 years, when we have the first Air-Defence Identification Zone, USA and Janpan did not admit it, and their reason about why the Chinese Air-Defence Identification Zone is invalid is "any Chinese Air-Defence Identification Zone must be approved by other counties including USA and Japan before it is declared". How bossy the two counties are! USA regards itself as the police in Asia, but this policeman is a selfish and unruly hooligan. Did USA and Japan tell China before they anounced their ADIZs?
All nations should not just compete with each other, they should also help each other and cooperate on the earth!!! We are borthers and sisters! More and more people from different nations and races intermingle and intermarry. Finally, we will have same offspring. Why we are fighting each other today?
USA, Japan, China, Russia, UK, India---- none of them is perfect, none of them is the God, all nations should reflect upon their own blunders before proceeding to correct other's flaws.
