Ngày 2 tháng 10, 2013 công dân Lê Quốc Quân, thành viên Ủy Ban Công
Lý và Hòa Bình của Giáo hội Công giáo Việt Nam, một trong bảy luật sư
bị chính quyền Việt Nam tước bằng hành nghề vì các nỗ lực vận động tự do
chính trị, nhân quyền, người luôn tham dự các cuộc biểu tình chống bá
quyền Trung Quốc, đứng về phía dân oan trong các cuộc đấu tranh chống
tham nhũng lạm quyền, chiếm đoạt đất đai, bị bắt từ ngày 27 tháng 12,
2012, đã bị kết án 30 tháng tù về tội “trốn thuế”.
Đúng như nội dung tuyên bố của ông Lê Quốc Quân trước tòa, ông là nạn
nhân của những hành động chính trị, vì từ lâu ông từng là người tố cáo
và chiến đấu với vấn nạn tham nhũng, bộ máy quan liêu cùng sự trì trệ
vốn gây nguy hại đến đất nước.
Sự kiện Lê Quốc Quân, từ quy trình bắt giữ, thủ tục tố tụng và án
phạt đã cho thấy chính quyền Việt Nam tiếp tục sách nhiễu, khủng bố các
công dân yêu nước, chà đạp quyền tự do ngôn luận và thiếu thành tâm
trong việc thực hiện những nghĩa vụ của mình đối với Công ước Quốc tế về
các Quyền Dân sự và Chính trị trong những cam kết thể hiện qua bản
Tuyên Ngôn Nhân Quyền Quốc Tế.
Cùng với công tâm và dư luận trong, ngoài nước, phong trào Con Đường
Việt Nam cực lực phản đối bản án bất công mà pháp luật chính quyền Việt
Nam đã áp đặt lên công dân Lê Quốc Quân. Chúng tôi không thể không xem
đây như một thất bại nữa của nhà nước Việt Nam trong việc xây dựng niềm
tin giữa chính quyền với nhân dân và cộng đồng nhân loại dân chủ văn
minh trên toàn cầu.
Phong trào Con Đường Việt Nam kêu gọi chính quyền sớm tái thẩm án
phạt bất minh và nặng nề này đối với công dân Lê Quốc Quân, đồng thời
khẩn thiết kêu gọi chính quyền Việt Nam sớm chấm dứt các hình thức sách
nhiễu quyền con người, thả các tù nhân lương tâm, cho phép mọi người
Việt Nam được bày tỏ quan điểm chính trị một cách ôn hòa để tập trung
được sức mạnh dân tộc nhằm đưa đất nước vượt qua được những khó khăn
kinh tế và đặc biệt là các nguy cơ về chủ quyền lãnh thổ biển đảo từ
phía Trung Quốc mà công dân Lê Quốc Quân từng thẳng thắn bày tỏ qua các
cuộc biểu tình với những công dân yêu nước khác.

IN REGARDS TO MR. LE QUOC QUAN TRIAL
On 10/2/13, Mr. Le Quoc Quan, a member of the Commission for Justice
and Peace of the Catholic Church in Vietnam, was sentenced to 30 months
in prison on charges of “tax evasion”. Mr. Quan is also one of the
seven lawyers whose license were revoked by the Vietnam government due
to their effort in advocating for political freedom and human rights by
attending anti-China-invasion protests and defending land owners against
corruption and abuse of power. He was arrested since 12/27/12.
As proclaimed in his statement in court, Le Quoc Quan is a victim of
political power abuse because he has been denunciating and fighting
against corruption, against the bureaucratic system as well as speaking
up against systematic issues and delays which causes harm to the
country.
From the process used to capture him to proceedings taken place and
the final sentence in Mr. Le Quoc Quan’s case, everything showed that
the Vietnam government continues to harass and terrorize patriotic
citizens, determines to trample over freedom of expression, and is not
sincere in carry out their obligations to the International Covenant on
Civil and Political Rights through commitments expressed in the
International Human Rights Declaration.
The Vietnam Path Movement strongly object the unjust sentence the
Vietnam government imposed on Mr. Le Quoc Quan. We cannot help but view
this as another failure from the Vietnam government in building the
trust in the people and in the civilized international community.
The Vietnam Path Movement calls upon the authorities to review this
unjust and harsh sentence bestowed upon Mr. Quan. We urge the
government to terminate all forms of harassment on human rights, release
all prisoners of conscience, and allow the people of Vietnam to freely
and peacefully express their political opinions in order to unite the
strength required to help the country overcome economic crisis,
including the risks of loosing sea and land territorial to China – a
risk Le Quoc Quan has been expressed through joining protests along with
other patriotic citizens.

Viet Nam: Lawyer latest victim of government’s crackdown on dissent
Viet Nam must immediately release a prominent lawyer and human rights
activist who was jailed on politically motivated charges today, Amnesty
International said.
A court in Viet Nam’s capital Ha Noi today sentenced Le Quoc Quan,
one of the country’s best known dissidents, to 30 months in prison on
trumped up tax evasion charges.
“This is a ludicrous sentence, and just another clear example of the
Vietnamese authorities harassing and imprisoning those who are peaceful
critics with opposing views,” said Isabelle Arradon, Amnesty
International’s Deputy Asia Pacific Director.
“It is very difficult to not conclude that Le Quoc Quan has simply
been targeted for his human rights activism – as he has been many times
before. He should be released immediately and all charges against him
dropped.”
Le Quoc Quan has been a prominent campaigner for democracy and human
rights issues in Viet Nam for years. He wrote a popular blog exposing
corruption and human rights abuses not covered by the state-controlled
media.
He has been a frequent target of harassment by the authorities, and
has been arrested several times before. Amnesty International declared
him a prisoner of conscience in 2007 when he was detained for three
months for supposed anti-government activities.
The Vietnamese authorities impose tight restrictions on freedom of
expression and have, over the past years, intensified a crackdown on
critics instead of ensuring that there is space for peaceful activists
and human rights defenders to express their views.
“The Vietnamese government’s attempts to stifle freedom of expression
and independent voices are very worrying, and have to end immediately.
Over the past two years dozens of activists have been handed harsh
prison sentences for doing nothing but expressing their opinions
peacefully.” said Arradon.
In September 2012 three bloggers were handed long prison terms for
“spreading anti-state propaganda”, one of whom (Nguyen Van Hai) was
first imprisoned on trumped up tax evasion charges like Le Quoc Quan.
