Kính gửi Ông TED OSIUS – Hoa Kỳ
Tôi là Tiến sỹ Nguyễn Thanh Giang, nhà địa vật lý. Cách đây hơn chục
năm tôi có hân hạnh đã được đón tiếp ông nhiều lần tại nhà riêng của
tôi. Khi ấy tôi ở Khu Tập thể Hòa Mục, phuờng Trung Hòa. Năm 2002 nhà
tôi bị tháo rỡ để Chính phủ mở đường. Hiện nay tôi ở Khu Tập thể Địa Vật
lý Máy bay, số nhà 6, ngõ 235 đường Trung Văn, quân Nam Từ Liêm, Hà
Nội. Không xa Đại sứ quán Hoa Kỳ lắm.
Đựoc tin ông được Tổng thống Barack Obama tiến cử làm Đại sứ tại Việt
Nam, tôi rất mừng. Tôi càng mừng hơn khi biết ông vừa đề đạt ý kiến đề
nghị Chính phủ ông bãi bỏ lệnh cấm vận vũ khí sát thưong với Việt Nam.
Tôi cầu mong Thượng viện Hoa kỳ sẽ chinh thức phê chuẩn việc bổ nhiệm ông.
Khi ông đến Hà Nội, khi nào bố trí được thời gian, tôi xin được mời
ông lại đến thăm nhà tôi. Xin ông cho người đến hẹn trước để tôi chuẩn
bị. Tại ngôi nhà mới này tôi đã hân hạnh được đón tiếp các ông: Grover
Joseph Rees – Chánh Văn phòng Quốc hội, John S. Boardman – Phó Đại sứ,
Michael Orona – Cố vấn Chính sách Đối ngoại Bộ Ngoại giao, các vị Tham
tán Chính trị: Scott Douglas Bellard, Marc E. Knapper, các vị Bí thư Thứ
Hai:Nathaniel G. Jensen, Noah S. Zaring, Brayan W. Danton … Tôi cũng đã
được hội luận với các vi: Dân biểu Lorreta Sanchez, Dân biểu Edward R.
Royce, ngài Đại sứ Pete Peterson, Phó Thư ký Bộ trưởng Ngoại giao
Elizabeth Dugan, Cố vấn cao cấp Bộ Ngoại giao Susan Williams O’Sullivan,
… tại một số nơi khác mà tôi được mời đến Xin ông chuyển giúp lời thăm
hỏi của tôi đến các ông bà ấy.
Thông qua mối quan hệ với các chính khách Hoa Kỳ tôi đã tích cực đóng góp cho việc bình thường hóa quan hệ Việt Nam Hoa Kỳ.
Ngay trong thời gian đầu của nhiệm kỳ Đại sứ này, tôi hy vọng ông sẽ
dành hết tâm lực vào việc thiết lập Liên minh Việt Nam Hoa Kỳ. Đây là
việc rất cần thiết, rất khẩn cấp mà nếu giải quyết được sớm thì tên tuổi
của Tổng thống Barack Obama và của ông sẽ được ghi nhớ rõ ràng trong
lịch sử Việt Nam cũng như lịch sử Hoa Kỳ.

Dear Mr.Ted Osius
Just to remind you, I am Nguyen Thanh Giang, Ph. D., a geophysicist.
More than ten years ago, I had the pleasure to receive you in my private
house, in Hoa Muc Quarter, Trung Hoa Precinct. Unfortunately, later on,
my house was dismantled for a public project. Now I am moving to the
new address, number 6, alley 235, Trung Văn Street, Nam Từ Liêm
District, Hanoi – not so far from the US Embassy to Ha Noi.
When I heard that you were assigned by President Barack Obama to be
Ambassador to Vietnam, I felt greatly glad. I am so happy hearing that
you have presented a draft-law to discharge the anti-personal arms ban
to the Vietnamese.
I always hope that you will be accredited to Vietnam officially.
As soon as you arrive in Hanoi, I wonder whether I have a chance to
invite you to meet me once again. Please make an agenda to manage an
appointment with me as soon as possible. I have had the pleasure to
welcome in my house Mr. Grover Joseph Rees – Staff Director and Chief
Counsel U.S House Representative, Mr. John S. Boardman – Deputy Chief of
Mission Embassy of USA, Mr. Michael Orona – Foreign Policy Advisor US
Department of State, along with Counselors for Political Affairs Embassy
of State: Mr. Scott Douglas Bellard, Mr. Marc E. Knapper, with Second
Secretaries of the U.S Embassy: Nathaniel G. Jensen, Noah S. Zaring,
Brayan W. Danton. I was also invited to talk with: the Ambassador Pete
Peterson, the Member of Congress Lorreta Sanchez, the Member of Congress
Edward R. Royce, the Deputy Assistant Secretary U.S Department of State
Elizabeth Dugan, the Senior Advisor U.S Department of State Susan
Williams O’Sullivan,. . in some other places. Would you mind conveying
my regards to them?
By means of being on good terms with politicians of the United
States, I have made contribution positively to normalize the diplomatic
relations between the two countries: Vietnam and the United States of
America.
At the beginning of your term as ambassador, I hope that you will try
with all your might to establish alliance between Vietnam and United
States. The Vietnam-USA alliance will help both countries to conserve
the Eastern Ocean for the interest of both Vietnam and the United
States. The Vietnam-USA alliance will make a good term for Vietnam to
contribute to nullify the Beijing expansion for the future of the
mankind. It is extremely essential and necessary for these things to be
done, so that the reputation of President Barack Obama and you will be
engraved into the Vietnamese history as well as in the American history.
